What is a development reading, and what does it decide?
A development reading comes from practice, a training session, a public demonstration, or an Assessment result reported as Provisional or Insufficient. It shows the decisions a person made. It decides nothing about employment or certification.
Eyebrow: AIRS-J/1 · Development reading
A development reading comes from practice, a training session, a public demonstration, or an Assessment result reported as Provisional or Insufficient. It shows the decisions a person made. It decides nothing about employment or certification.
Judgment is how well a person decides once AI has given the answer. AIRS-J/1, the Standard for judgment in AI-enabled work, uses one rubric for three uses: development, readiness and assessment for employment. For the development use, Section 2 states what it may decide: "Nothing about a person's employment or certification".
What it is (20.3)
Section 20.3 defines it: "A reading from practice or a training session shows the person's decisions and how the published rules read them, labelled as a development reading."
Where one comes from (10, 12.8)
Section 12.8 names five sources. Practice, a training session, a public demonstration, a Provisional result and an Insufficient result are development readings. Certification is issued at Moderate or High confidence only (Section 10).
What it shows, and what it does not (10.1, 20.3)
A reading shows the decisions the person made and how the published rules read them. A practice or session reading shows no level per dimension and no band. Section 20.3 states that levels per dimension and bands "come only from an Assessment". A Provisional or Insufficient result comes from an Assessment and carries no band (Section 10.1). An Insufficient result shows how many observations were obtained per dimension, not a level.
Who sees it (12.6, 12.8, 12.11, 20.3)
Participants are told before they start who sees their reading (Section 20.3). Where an employer commissions an Assessment or a session for its own people, development readings reach it for development only. The organisation states in advance which roles receive a reading by name, for example the facilitator and the participant's own line manager. In a hiring context, AIR APAC releases no development reading to the employer.
What it decides (12.8, 12.11)
Section 12.8 says that development readings "inform development and decide nothing about a person's employment or certification". A session gives a development reading; it must not be used in a hiring, promotion or appraisal decision. Every commissioning licence must contain this term (Section 12.11): "the organisation uses no development reading in a hiring, promotion or appraisal decision".
If a person wants a result an employer may use (12.8, 12.11, 20.2)
Only an Assessment result at Moderate or High confidence may be used as AIR APAC's reading in a hiring, promotion or appraisal decision. It is one input, used with at least one method of the organisation's own. Certification needs a separate Assessment on held-back scenarios. A completion record from a programme states "This is not an AIRS-J/1 credential" and confers nothing toward certification.
Questions about a reading (18.5, 18.7)
A development reading is not among the decisions a candidate may appeal (Section 18.5). A comment on it is a complaint under Section 18.7, made through the complaints page: https://airapac.org/standard/complaints/
One fictional decision
A fictional example
Shalini Rao is an HR business partner at a regional retail chain. The regional director needs her recommendation for an area manager post by Monday. In March, store managers took part in a training session on deciding with AI. GrosbeakAI is the HR team's drafting assistant. It adds this line to the draft recommendation for one store manager.
"This candidate handled AI advice well in March and should lead the new process. Based on the March session record. I am 85 percent sure."
Shalini opens the notice the participants received before the session. It told them that the session gives a development reading, and that a hiring or certification decision uses a separate Assessment. Shalini removes the line. The recommendation now rests on the company's own selection methods.
What this does not claim
- That a development reading is a lower score, a level, a band or a smaller form of a certification result.
- That a reading forecasts how a person will perform at work.
- That practice or a training session raises the chance of certifying, or shows that a person is ready to sit an Assessment.
- That any organisation has signed the licence term quoted here. Section 12.11 sets what every commissioning licence must contain.
- That the scene describes a real case. The company, the people and GrosbeakAI are fictional.
AIR APAC publishes the standard for judgment in AI-enabled work, certifies people against it through its official instrument, and stands behind every result.
